You're logged in. To create a blog, go to the blog page and select "Create new blog entry". When you do this, you're good to go for creating a simple blog. For an advanced WYSIWYG, open Input Format and select Full HTML. When you're done, you can customize the url (only the part after .com/ - and you can't end it with a trailing /).
